Shaun Mulholland brings over 30 years of leadership and municipal management experience to the Town of Londonderry as its new Town Manager. A proven leader with a strong track record in strategic planning, emergency management, and community development, Shaun’s career reflects a commitment to public service, innovation, and transformative growth.
Prior to joining Londonderry, Shaun served as the City Manager for the City of Lebanon, NH, where he oversaw a $118 million annual budget and managed 355 full- and part-time employees. His tenure in Lebanon was marked by transformative initiatives, including the city’s first strategic plan, comprehensive housing and neighborhood development projects, and modernization of administrative processes. Shaun championed the digitization of city operations, implementing electronic systems that enhanced efficiency and transparency. He also led economic development efforts, spearheading initiatives to develop affordable housing and expand childcare availability through strategic public-private partnerships.
Shaun's expertise extends into emergency management, where he directed operations during five federally declared disasters as the Emergency Management Director for the Town of Allenstown. His work in this role included authoring the town’s first Disaster Recovery Plan and participating in FEMA’s Region I Advisory Council. His experience in public safety also includes serving as the Chief of Police in Allenstown, where he managed departmental operations, policy development, and secured federal grants for local law enforcement initiatives.
His distinguished career in public service is further complemented by his role as a Consultant with Municipal Resources Incorporated, conducting organizational studies and internal reviews for municipalities across New England. Shaun is also a retired Master Sergeant from the U.S. Army Reserve, where he led military police operations during deployments to Bosnia and Iraq.
Shaun holds a Master of Public Administration (MPA) from the University of New Hampshire, as well as a Bachelor of Arts in Political Science, with a concentration in Government Administration and a minor in Justice Studies. He is an active member of several professional organizations, including the International City/County Management Association (ICMA), New Hampshire Municipal Association (NHMA), and the Municipal Manager’s Association of New Hampshire.
As Shaun steps into the role of Town Manager in Londonderry, he brings with him a vision of strategic growth, community engagement, and operational excellence. His leadership is expected to further enhance Londonderry’s commitment to efficient governance, economic development, and resilient community planning.
